Welcome to the Division of Professional Assessment and Testing (DPAT) of the Hong Kong Society for Counseling and Psychology. Our mission is to facilitate the very best professional practice of our members with their use of psychometric testing tool administration, assessment/analysis, and consultancy. This is achieved by the provision of an extensive reference library, supervised training courses, examinations, and practicum evaluation for its Division members. DPAT also serves the client community by the provision of a publicly-accessible registry of named professional "HKSCP Registered Psychometrician"
What are Psychometric Assessments or Tests ?
Whilst it has proven very difficult to define ‘tests’ in such a way that every psychometrician will agree upon, DPAT supports upholding the Test Use Guidelines of the International Test Commission (ITC), and describes the areas covered by DPAT certifiable tests and testing as follows:
1. Testing includes a wide range of procedures for use in psychological, occupational and educational or clinical assessment.
2. Testing may include procedures for the measurement of both normal and abnormal or dysfunctional behaviours.
3. Testing procedures are normally designed to be administered under carefully controlled or standardised conditions that embody systematic scoring protocols.
4. Testing procedures provide measures of performance and involve the drawing of inferences from samples of behaviour.
5. Testing procedures that may result in the qualitative classification
Any procedure used for DPAT-approved ‘assessment and testing’, in the above sense, should thus be regarded as a ‘test’, regardless of its mode of administration; regardless of whether it was developed by a professional test developer; and, regardless of whether it involves solely sets of questions, or requires the performance of tasks or operations by the client (e.g., adult ability demonstration, or a baby's psycho-motor tracking test) or ordering of people (e.g. in terms of type).
What Psychometric Assessment and Testing services are available to DPAT members ?
Psychometric test administration, assessment, and consultation is concerned with the application and interpretation of a wide variety of psycho- behavioural test measures, results, reports, and the principles of, best practice, following their administration by professional psychometricians. The Division of Professional Assessment and Testing seeks to prepare suitably qualified members of DPAT to independently administer testing, evaluate, and/or consult with clients in private practice, using a variety of professional psychometric testing tools designed to provide measures of intellectual, developmental, and personality characteristics. The Division supports its DPAT membership with training forbest practice, experiential learning opportunity, and the latest academic research findings, in a way complementary to (and consistent with), the testing guidelines as issued by both the British Psychological Society (BPS) and the International Test Commission (ITC), which in their activity focus principally upon the more technical issues underlying psychological testing protocols.
How can I become a Registered Psychometrician ?
Any HKSCP member may join the DPAT Division, but in order to have one's name listed on the publicly-accessible Registry of Professional Psychometrician (Certified Test Administrator (CTA)/Certified Test Consultant (CTC)), it is necessary to be able to demonstrate the completion of specialised training courses and/or the possession of professional examinations at a standard beyond which Division certification requires. The particular requirements (and thus the nature and extent of certification awardable for any particular member at any given time), will be different according to the test areas of most interest to the member practitioner, and/or their target client/area speciality. CTA/CTC Certifications, training, and registration are thus made available at regular intervals throughout each year, and are designed to cover either general or very specific areas of expertise (e.g., IQ tests, EQ tests, measures of personality, developmental, or psychosocial evaluations) at different times. For non- MSc/MA-level qualified division members, individual test-specific training course options are also made available periodically, under the supervision of a Chartered Psychologist, as may be appropriate to some members' and their clients' needs.
